US legislators have already introduced hundreds of AI bills in 2025.
Just over two months by 2025, The number of hanging bills for AI in the US has increased to 781According to an online tracking tool.
The instrument, maintained by the Multistate consulting firm, shows that the number of AIs related to AI now exceeds the total number of AI accounts offered in all 2024 (743). In 2023, state and federal legislators proposed less than 200 AI-related bills.
Several recently proposed laws include Maryland’s HB 1331, a bill regulating the development and use of high -risk AI in subsequent decisions; Texas Expansive Act for the Management of AI in Texas; and Massachusetts HD 3750, which will require health insurance providers to disclose the use of AI to review insurance claims.

Legislative chaos can largely be attributed to inaction at the federal level. So far, Congress has been struggling to adopt a comprehensive AI framework comparable to bills such as the EU Act.
The Trump administration did not show an appetite for aggressive management of AI. At the end of January, Trump signed an executive order directing federal agencies to encourage the development of AI “free from ideological biases” that promote “human flourishing, economic competitiveness and national security”. But Trump has not yet supported the basic legislation in the Congress of Congress.
