Hochul orders flags to be flown for Trump’s inauguration despite current mourning period for Jimmy Carter
New York Governor Kathy Hochul, a Democrat, ordered flags across the state to fly at full staff for the inauguration ceremony on Monday. President-elect Donald Trump as the nation remains in mourning for former President Jimmy Carter.
“Tomorrow we are all Americans as we observe the centuries-old traditions of Inauguration Day,” Hochul said in a statement to the New York Post on Sunday.
“For that reason, I am directing the flags to fly at full-staff on January 20th in New York State and to return to half-staff on January 21st in honor of the late President Carter,” he said. “Regardless of your political views, America’s tradition of peaceful transfers of power is something to celebrate.”
The governor’s directive comes as President Biden ordered flags at all government and public buildings and grounds across the country to be flown at half-mast for a 30-day period of mourning. Carter’s death On December 29, 2024, which includes Inauguration Day.

Biden said the U.S. flag “must be flown at half-staff at the White House and on all public buildings and grounds, on all military posts and naval stations, in the District of Columbia District of the Federal Government, and on all naval vessels.” the United States and its territories and possessions.”
It is tradition for a former president to declare 30 days of mourning and flags to be flown at half-mast when he dies.
Hochul joins a trio of Democratic governors — California Governor Gavin NewsomColorado Gov. Jared Polis and Washington Gov. Bob Ferguson — ordering flags to fly at full staff at Trump’s inauguration before a period of mourning ends on Jan. 28.

Several Republican governors Idaho Gov. Brad Little, North Dakota Gov. Kelly Armstrong, Florida Gov. Ron DeSantis, Alabama Gov. Kay Ivey, Tennessee Gov. Bill Lee, Iowa Gov. Kim Reynolds, Nebraska Gov., among others, ordered flags to be flown on Monday. Jim Pillen, Texas Governor Greg Abbott and Virginia Governor Glenn Young.
About 30 states will raise their flags for Trump’s inauguration on Monday, as ordered by House Speaker Mike Johnson.
Trump has publicly disputed the idea that flags could be flown at half-staff at the inauguration after Carter’s death.

On Jan. 3, Trump wrote on Truth Social: “Democrats are ‘over the moon’ about our great American flag potentially being ‘half-mast’ during my inauguration.” in fact, they don’t love our country, they only think about themselves.”

“Look at what they’ve done to our once GREAT America over the last four years – it’s a total mess! Anyway, because of the death of President Jimmy Carter, the Flag can be at the US Inauguration ceremony for the first time. A future president, be at half-mast,” he said. “Nobody wants to see it and no American can be happy about it. Let’s see how it turns out. MAKE AMERICA GREAT AGAIN!”
After former President Nixon ordered the flags to be lowered following the death of former President Truman in 1973, flags were flown at half-mast when former President Nixon was sworn in for a second term.
